Negotiating to bring sweet potato and durian to China

In order to closely monitor food safety, China has sent experts to Vietnam to directly inspect and evaluate the growing areas for official export agricultural products.

Mr. Nguyen Quy Duong – Deputy Director of Plant Protection Department (Ministry of Agriculture and Rural Development) said: Over the past years, we have officially exported many kinds of fruits and vegetables to markets of countries, including developed countries.

As for the Chinese market, we export both official and non-official exports. Nearly any of our agricultural products can be exported.

However, since 2015 China has promulgated the Food Safety Law and strictly implemented measures to trace the origin of goods from importing countries, including Vietnam. Accordingly, vegetables and fruits that want to be exported to China must be approved by China and comply with regulations on plant quarantine and food safety.

The records of export consignments must contain sufficient information on traceability, such as the area code, the code of the processing facility, the label in English or Chinese.

In addition to 9 products that have been approved by China for export, the Plant Protection Department is cooperating with the Department of Agricultural Product Processing and Market Development and units of the Ministry of Industry and Trade and the Ministry of Foreign Affairs to continue working with China, opening the market for goods that Vietnam has strengths such as black jelly, durian, sweet potato.

Mr. Nguyen Quy Duong said that the two sides have reached the final steps in the negotiation process as well as prepared documents and procedures, hoping that by 2020, the Protocol will be signed. On the official export of these agricultural products. These are fruits, products that Chinese people are extremely popular.

Earlier, from May 2018, after receiving information that China would soon tighten cross-border trade activities between Vietnam and China, the Plant Protection Department advised the Ministry of Agriculture and Rural Development. Issued Official Letter 3906 to instruct provinces, growers and export packing facilities to learn about China’s new regulations on registration procedures for issuance of planting area codes and issuance of packing facility codes.

Minister of Agriculture and Rural Development Nguyen Xuan Cuong and Deputy Minister of Agriculture and Rural Development Le Quoc Doanh also chaired two conferences in the South and the North to disseminate new regulations of developed countries, including China. .

Thereby many localities have seized the information and implemented the tasks to meet the requirements of importing countries, especially China. Recently, some of Son La’s strong agricultural products have also exported official consignments to China.

“We always have to say repeatedly that China is no longer an easy market, but a fast market. They monitor very closely, that’s why we have to communicate how to change the perception from state management agencies to businesses and people to coordinate very closely,” Mr. Nguyen Quy Duong emphasized. .

For shipments that China has reported quality problems and not guaranteed food safety, Plant Protection Department will coordinate with localities and businesses to trace the origin of the shipment, analyze why this happened.

Mr. Nguyen Quy Duong shared, one of the current problems is that enterprises only sign contracts to purchase products of a certain amount with a locality or a cooperative.

For example, this cooperative only has the ability to control food safety of 1,000 tons, but the needs of foreign partners need 3,000 – 4,000 tons, businesses have to buy in many other places, leading to loss of control. Control and traceability of the product.

Therefore, the Plant Protection Department recommends localities to step up the direction of reorganizing production and linking in chains to ensure high-quality agricultural production, not only for export but also to meet the needs. consumption of nearly 100 million Vietnamese people.
